Canadas' National Capital in Ottawa - Hull includes major institutions in addition to the Houses of Parliament, such as the National Gallery of Art, national museums, the National Theatre, the National Library, which are all connected by significant public spaces. From 1991-2000 Mr. Blagborne was commissioned by various planning agencies in the Nation’s Capitol to develop concepts and strategies for improving visitor experiences:

Mr. Blagborne was contracted as advisor during planning of new visitor Centres integrated into the proposed major Parliament Hill renovations and re-development.


Parliament Hill Visitor Strategies - Facilitator
House of Parliament and The National Capital Commission
Mr. Blagborne was contracted to facilitate discussions and to develop a strategy for integrating more effective visitor programming and facilities into the renovated Houses of Parliament. This “Visitor Initiatives Program” was presented to the Speakers of both Parliament and the Senate plus the Minister of Public Works.
